UGC: New Delhi | 27 January 2026 I have filed a Public Interest Litigation (PIL) before the Hon’ble Supreme Court of India challenging the recent notification issued by the University Grants Commission (UGC).
The case is titled Bhoopesh Kumar Pandey vs Union of India and has been filed under Diary No. 5350–2026 on 27 January 2026 at 15:57:37 hrs.
Purpose of the PIL
The PIL raises serious constitutional concerns regarding the structure, operation, and consequences of the impugned UGC notification, which has been issued in the name of social justice.
While the objective of eliminating discrimination is unquestionable, the manner in which the notification seeks to achieve this goal is constitutionally problematic. Key Constitutional Issues Raised
The PIL contends that the notification violates:
Article 14 – Equality before law and fairness in state action
Article 19(1)(a) – Academic freedom and freedom of expression
Article 21 – Right to dignity and fair procedure (Due Process)
The notification creates a framework where allegations risk being treated as conclusions, procedural safeguards are diluted, and universities are pushed towards a punitive and surveillance-oriented model.
